Requires all Mississippi state agencies, political subdivisions, and legal entities to file proposed federal agreements (MOUs, MOE agreements, or contracts) with the Secretary of State for publication in the administrative bulletin before entering into them.

Mandates a 25-day public comment period allowing persons to submit written arguments, data, and views on proposed federal agreements.

Requires consultation with chairs of appropriate legislative standing committees and provision of all public comments and materials submitted during the review period.

Requires filing a final notice with the Secretary of State that includes the agreement, public comment summary, legislative consultation summary, implementation decision, and any changes made from public input.

Applies retroactively to all existing federal agreements as of the effective date, requiring the same publication and public comment procedures, with agencies then either affirming continuation or taking steps to amend or terminate agreements; effective July 1, 2018.
