Amends Section 37-3-9 of the Mississippi Code to establish a salary cap for the State Superintendent of Public Education effective after the superintendent serving on July 1, 2018 completes their term.

Requires the State Board of Education to establish the superintendent's salary subject to approval by the State Personnel Board, with a maximum of 105% of the national average salary for state superintendents as published by the Southern Regional Education Board (SREB).

Allows the superintendent serving on July 1, 2018 to continue receiving their current salary through the end of their term without the new limitation.

Maintains existing requirements that the State Superintendent must hold at least a master's degree in any field and have a minimum of five years' experience in educational administration.

Takes effect on July 1, 2018.
