Amends Section 83-9-37 to clarify that "mental illness" includes substance use disorders as identified in the International Classification of Diseases or American Psychiatric Association Diagnostic and Statistical Manual.

Adds definition of "health insurance issuer" to include any entity offering health insurance coverage regulated by Mississippi state law, including health maintenance organizations.

Adds definition of "nonquantitative treatment limitation" (NQTL) as any non-numerical limit on scope or duration of benefits.

Requires each health insurance issuer providing mental illness coverage to submit annual reports to the Commissioner by July 1 detailing medical necessity criteria, all NQTLs applied, and analyses demonstrating that mental illness benefits are treated comparably to medical and surgical benefits and no more stringently.

Takes effect July 1, 2018.
