Senate Bill 2105 Summary

• Amends Mississippi Code sections 19-13-111, 31-7-15, and 31-7-47 to grant preference to resident bidders in public contracts when quality and service are substantially equal but prices differ.

• Resident bidders receive preference only if the aggregate price of resident bids is not more than 2% greater than the aggregate price of nonresident bids.

• Nonresident bidders from states with resident preference laws receive the same treatment Mississippi gives to their state's residents; applies reciprocal preference standards.

• Requires nonresident contractors to attach a copy of their home state's current law regarding treatment of nonresident bidders when submitting bids for Mississippi contracts.

• Takes effect July 1, 2018.
