Amends Section 67-1-101 of the Mississippi Code to add the City of Meridian to the definition of "municipality" under the local option alcoholic beverage control law.

Allows Meridian's governing authorities to establish one or more leisure and recreation districts within the city's corporate boundaries, with power to modify district boundaries by ordinance.

Requires municipalities and counties establishing leisure and recreation districts to provide detailed descriptions, boundaries, georeferenced maps, and verification of adequate law enforcement and public safety measures to the Department of Revenue.

Effective July 1, 2018.
