Requires the State Department of Education to assess every Kindergarten and First-Grade student with an approved reading screener beginning with the 2018-2019 school year.

Mandates intensive reading instruction and intervention immediately upon identification of a reading deficiency, documented in an individual reading plan that includes diagnosed deficiencies, growth goals, monitoring methods, instructional services, research-based programming, parent strategies, and additional services.

Individual reading plans must address five areas of reading instruction: phonemic awareness, phonics, fluency, vocabulary, and comprehension.

Requires written notification to parents or legal guardians immediately upon identification of a reading deficiency and with each quarterly progress report, including current services, proposed supplemental services, and parent strategies.

Effective July 1, 2018.
