Amends Section 47-5-173 of Mississippi Code to authorize the Commissioner of the Mississippi Department of Corrections or designees to determine whether security escorts are necessary during honorary leave for offenders.

Allows the commissioner to grant leave to offenders for up to ten days for reasons including sickness or death in the family or employment seeking related to parole applications.

Removes the mandatory requirement that inmates granted leave for sickness or death in the family be accompanied by a correctional officer or law enforcement officer.

Grants the commissioner discretionary authority to decide when security escorts by correctional or law enforcement officers are deemed necessary for all leave cases.

Takes effect July 1, 2018.
