Expands felony expunction eligibility to allow any person convicted of any felony (except sex crimes listed in Section 45-33-23) to petition for expunction five years after successful completion of sentence, replacing the previous limited list of specific felonies.

Maintains the requirement that persons must be first offenders and allows only one felony expunction per person under subsection (2).

Requires petitioner to provide ten days' written notice to the district attorney before any expunction hearing and allows courts to grant expunction if the applicant demonstrates rehabilitation.

Specifies that expunged records are retained nonpublic by the Mississippi Criminal Information Center for determining future first-offender status and allows district attorneys to retain nonpublic records for law enforcement purposes.

Takes effect July 1, 2018.
