Amends Section 47-7-47 to extend the time limit for earned probation eligibility when offenders are assigned to the Youthful Offender Unit (YOU) established under Section 47-5-1401.

Requires courts to retain jurisdiction over offenders in the YOU and mandates the Department of Corrections notify the court at least 30 days before removing an offender from the YOU, unless removal is due to a violation of departmental rules.

Requires a resentencing hearing before a sentencing judge prior to an offender's transfer from the YOU to a separate correctional facility, where the offender has the right to counsel and may present mitigating evidence such as mental health counseling, educational services, and substance abuse counseling completion.

Prohibits imposition of a sentence greater than the original sentence during the resentencing hearing and allows the state to present evidence and witnesses for the court's consideration.

Effective date: July 1, 2018.
