Requires the Department of Corrections to develop case plans for parole-eligible inmates convicted on or after July 1, 2014, in consultation with the Parole Board to guide rehabilitation and reduce recidivism.

Department must complete case plans within 90 days of admission including programming and treatment requirements based on risk and needs assessment, sentencing order requirements, and behavior requirements.

Caseworker must provide written case plan to inmate, notify them of parole eligibility date within 90 days, and meet with inmate every 8 weeks to review progress.

Department must ensure case plan is achievable before inmate's parole eligibility date and submit progress reports to Parole Board every 4 months.

Parole Board must provide semiannual reports to the Oversight Task Force on number of parole hearings held, prisoners released to parole without hearing, and parolees released after hearing.
