Requires school districts to employ an assistant teacher/reading instructor in each kindergarten through third-grade class in the district

Mandates the State Department of Education allot sufficient funding to school districts to employ these assistant teachers/reading instructors

Sets minimum salary for assistant teachers at $12,500.00 per year beginning in school year 2007-2008

Requires assistant teachers to possess at minimum a high school diploma or equivalent and demonstrate proficiency in reading and writing skills

Requires school districts to submit reading improvement plans, develop educational accountability measures, and provide mandatory training for administrators, teachers, and assistant teachers to receive funding
