Requires trustees of municipal separate school districts to be elected from five special trustee election districts by qualified electors beginning with municipal elections in June 2021, and every four years thereafter.

Mandates school boards apportion districts into five nearly equal trustee election districts according to population and other factors, with boundaries published in newspapers for at least three consecutive weeks.

Changes trustee terms from five years to four years, with all trustees taking office on the first Monday of July following election.

Establishes vacancy-filling procedures by appointment from qualified electors of the vacant district within sixty days, with special election procedures if vacancy occurs more than ninety days before a general election.

Repeals prior statutory sections governing trustee election methods for municipal separate school districts and special municipal separate school districts, and applies the new election procedures to special municipal separate school districts.
