Amends Section 37-28-7, Mississippi Code of 1972, to allow the Mississippi Charter School Authorizer Board to approve public charter schools for special needs students without local school board approval.

Special needs students include those with dyslexia or disabilities, and this exception applies regardless of the school district's accreditation rating ("A," "B," or "C").

Maintains existing requirement that charter schools in well-performing districts must receive majority approval from the local school board, except for schools serving special needs populations.

Takes effect July 1, 2018.
