Prohibits the State Board of Education, State Department of Education, and local school districts from expending funds on statewide longitudinal data systems designed to track students beyond K-12 without written parental authorization, effective July 1, 2018.

Prohibits sharing personally identifiable student or teacher information with outside entities without parental written consent, except for cloud storage providers with written agreements prohibiting redisclosure or secondary uses including behavioral advertising or data sales.

Prohibits sharing student or teacher data with entities inside or outside Mississippi that intend to develop commercial products or services or conduct economic/workforce development planning.

Requires written notification to parents and teachers if the U.S. Department of Education requires data sharing as a condition of federal grants, including contact information for the federal official demanding the data.

Prohibits adoption or administration of state or national student assessments that collect psychological data, including noncognitive skills, mindsets, attitudes, or social skills, and requires school districts to establish online opt-out programs for the SLDS by the 2018-2019 school year.
