Updates precinct names in the Fourth Circuit Court District (Leflore, Sunflower, and Washington Counties) to conform to 2010 Census data, with precincts defined by Census Bureau's 2010 TIGER/Line Shapefiles released in November 2010.

Divides the Fourth Circuit Court District into four subdistricts with specified precinct compositions: Subdistrict 4-1 includes precincts in Leflore and Sunflower Counties; Subdistrict 4-2 includes precincts in Sunflower and Washington Counties; Subdistrict 4-3 includes precincts in Leflore, Sunflower, and Washington Counties; Subdistrict 4-4 includes precincts in Washington County.

Requires the Standing Joint Legislative Committee on Reapportionment to provide counties with census block equivalency files and maps to identify subdistrict boundaries, with partial or split precincts identified by asterisks and tracked through a Split Precinct Block List.

Authorizes the Secretary of State to correct omissions, overlaps, or errors in district descriptions upon joint request of the Lieutenant Governor and Speaker of the House, while maintaining contiguity and compactness of districts.

Retroactively effective April 22, 2015, with four circuit judges to be elected from the Fourth Circuit Court District, one from each subdistrict.
