Requires pet dealers, kennels, stables, and animal shelters to obtain annual licenses from the Commissioner of Agriculture, with violation being a misdemeanor.

Sets license fees between $50 and $400 annually, with the Commissioner authorized to establish different fees for wholesale and retail classes of licenses.

Imposes a 100% penalty fee increase for late license renewals (more than 10 days after expiration) or late initial applications (more than 10 days after written notice).

Authorizes the Commissioner to deny, suspend, or revoke licenses for violations and grants inspectors authority to enter public or private property to inspect facilities and animals for compliance.

Amends Section 69-1-13 of Mississippi Code to add pet dealer licensing and enforcement as a regulatory duty of the Commissioner of Agriculture, effective July 1, 2018.
