Authorizes issuance of state general obligation bonds up to $1,300,000 to fund the Delta Blues Museum in Clarksdale, Mississippi.

Bond proceeds may be used for acquisition, storage, and relocation of artifacts; design, fabrication, and installation of permanent exhibits; and development of associated films and interactive components.

Creates a special "2018 Delta Blues Museum Fund" within the State Treasury to receive bond proceeds and disburse funds under the Department of Finance and Administration's direction.

Bonds must be issued by July 1, 2022, with a maximum maturity of 25 years and are backed by the full faith and credit of the State of Mississippi.

Bond proceeds and income are exempt from state taxation, and any remaining fund balance after project completion shall be applied to pay debt service on the bonds.
