Adds shipping containers, semitrailers, and similar vehicles to the definition of locations subject to business burglary charges under Section 97-17-33.

Establishes enhanced penalties for cargo theft involving controlled substances, with imprisonment of 1-30 years and fines of $10,000-$1,000,000 depending on the substance value.

Makes it unlawful to modify, alter, or possess a fifth wheel or anti-theft locking device with intent to commit cargo theft, punishable by 1-10 years imprisonment and fines of $10,000-$100,000.

Expands the definition of locomotive theft to include locomotives engaged in commercial cargo transportation, subjecting offenders to cargo theft penalties under Section 97-17-42.
