Replaces all references to "Public Service Commission" with "Mississippi Transportation Commission" throughout motor carrier laws (Sections 77-7 and 77-9 of Mississippi Code).

Replaces references to "Interstate Commerce Commission" with "U.S. Department of Transportation" in motor carrier and railroad regulatory provisions.

Ratifies all certificates of public convenience and necessity previously issued by the commission as valid and enforceable under the new regulatory structure.

Maintains existing fee schedules for motor carrier applications ($50), permits ($50), duplicate certificates/permits ($2), and annual vehicle receipts ($10).

Directs all fees and user charges collected by the commission to be deposited into the State General Fund effective July 1, 2016, with agency expenses covered by state appropriation rather than special regulatory funds.
