Establishes a pilot program administered by the State Department of Education requiring students in grades 1-12 to read a minimum of four books per school year, in addition to regular textbooks, and submit satisfactory book reports.

Limits participation to up to ten local school districts statewide, with at least one pilot program required in both Sunflower and Bolivar Counties (if applications are submitted).

Requires at least three approved school districts to have an accreditation level of three or below at the time of application, unless no such districts apply.

Authorizes the State Department of Education to develop curriculum guidelines for implementation, including recommendations on age-appropriate books.

Takes effect July 1, 2018.
