Appropriates $1,445,000.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for horticulture research and extension programs at Alcorn State University for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Directs that horticultural programs focus on value-added crops with potential to improve health food offerings for Mississippians and increase incomes of small and limited-resource farmers.

Authorizes use of funding to construct and equip a new Alcorn Experiment Station Greenhouse, including heating and cooling systems, exhaust hoods, and advanced microscopes for fruit, nut, and vegetable research.

Takes effect July 1, 2018.
