Amends Section 47-7-3 of Mississippi Code to clarify parole ineligibility for offenders convicted between 1995 and 2014.

Removes arson, felonious abuse of vulnerable adults, felonies with enhanced penalties, and sale or manufacture of controlled substances from the definition of "nonviolent crime" for parole purposes under paragraph (f).

Specifies that persons convicted of robbery, attempted robbery, carjacking, or drive-by shooting with a firearm or deadly weapon on or after October 1, 1994, are ineligible for parole, unless convicted after July 1, 2014.

Clarifies that offenders convicted of possession of controlled substances after July 1, 1995, remain eligible for parole, while those convicted of sale or manufacture may be paroled after serving one-fourth of their sentence.

Takes effect upon passage.
