Removes provisions allowing vehicles with a salvage certificate of title to receive a clear title if certain requirements are met.

Provides that vehicles with a salvage certificate of title may only receive a branded title instead of a clear title.

Requires owners of salvaged vehicles seeking a branded title to submit an application to the Department of Revenue with a Department of Public Safety inspection certificate and pay a $75.00 fee per vehicle.

Establishes the "Salvage Certificate of Title Fund" to receive fees collected by the Department of Public Safety for vehicle inspections and VIN verifications.

Updates references from "State Tax Commission" to "Department of Revenue" throughout the vehicle title application process.
