Amends Section 57-1-301 of Mississippi Code to expand the definition of "capital improvements" under the local governments capital improvements revolving loan program administered by the Mississippi Development Authority.

Adds repair, renovation, and improvement of municipal natural gas facilities as a new eligible category (subsection o) for capital improvement loans to counties and municipalities.

Becomes effective July 1, 2018, with automatic repeal scheduled for June 30, 2018 (creating a sunset provision).
