Removes the requirement that full-time college, university, and community/junior college students have their absentee ballot envelopes notarized.

Allows an employee of the registrar's office at the student's enrolled institution to serve as the attesting witness for the ballot envelope instead of a notary public or other official authorized to administer oaths.

The registrar's office employee witness is not required to have authority to administer an oath.

Amends Mississippi Code Sections 23-15-631 and 23-15-721 to reflect these changes for student absentee voters.

Takes effect July 1, 2018.
