Establishes an "Early Voting Act" allowing qualified electors to vote at the registrar's office beginning 20 days before an election and ending at 12:00 p.m. on the Saturday immediately before election day.

Early voting hours are 8:00 a.m. to 5:00 p.m. on weekdays, with optional extended hours during lunch and until 7:00 p.m. during the final full week before an election.

Requires early voters to present acceptable photo identification and sign a receipt book before casting ballots in the same manner as Election Day voting; all early votes are final and announced simultaneously with Election Day results.

Permits candidates or their representatives to be present at the registrar's office during early voting to challenge voter qualifications using the same procedures as Election Day polling places.

Revises absentee ballot eligibility categories to include citizens temporarily outside their county of residence and trained emergency response providers deployed during voting periods, and requires all absentee ballots be received by 5:00 p.m. on the day before the election.
