Amends Section 37-15-9 of the Mississippi Code to allow any child who reaches age six before December 31 of any calendar year to enroll in first grade at the beginning of the school year in which they turn six.

Changes the enrollment requirement from requiring children to reach their sixth birthday on or before September 1 to allowing enrollment if they will reach age six at any point before the end of that calendar year.

Maintains existing provisions for out-of-state transfers and allows children transferring from states with later enrollment dates to enroll at the same grade level if specific conditions are met.

Preserves school districts' authority to deny admission to students with expulsion records until rehabilitative efforts are completed, with a one-year bar for expulsions involving violence, weapons, alcohol, or illegal drugs.

Takes effect July 1, 2018.
