Expands the Comprehensive School Health Education Program from four to six components by adding drug and alcohol education and conflict resolution to the existing components of health education, health services, physical education and fitness, and healthful school environment.

Changes local school boards from being authorized to adopt implementation plans for the Comprehensive School Health Education Program to being required to do so.

Requires public school nurses to provide instruction in each component of the Comprehensive School Health Education Program as part of their health education responsibilities.

Requires the Office of Healthy Schools to submit recommendations to the State Board of Education for adoption of rules and regulations relating to the Comprehensive School Health Education Program, rather than adopting rules directly.

Takes effect July 1, 2018.
