Replaces "average daily attendance (ADA)" with "average daily membership (ADM)" as the metric for calculating Mississippi Adequate Education Program (MAEP) funding allocations to school districts, effective 2017-2018 school year.

Adds requirement for State Auditor to conduct actual student counts in months two and three of the school year with no advance notice; if reported ADM exceeds 103% of actual count, funding is reduced to 103% of auditor's count for subsequent year.

Modifies minimum school term requirement from 63% to 60% of instructional day attendance for teachers and pupils in regular classroom instruction.

Provides that beginning 2018-2019 school year, districts shall be funded on ADM unless average daily attendance (ADA) falls below 95% of ADM, in which case ADA becomes the funding basis.

Updates transportation and reporting provisions to use ADM instead of ADA in calculating allocations and requires annual reporting to include ADM statistics alongside enrollment and attendance data.
