Requires the Natchez-Adams Special Municipal Separate School District board of trustees to be elected rather than appointed, beginning with the election on the first Tuesday after the first Monday in November 2019.

Establishes five board members elected from five special trustee election districts that are coterminous with the county board of supervisors districts, with members serving four-year terms.

Designates school board elections as nonpartisan, prohibiting candidates from campaigning or qualifying based on party affiliation, with candidates listed alphabetically on ballots with no party designation.

Requires candidates to file intent to run with the circuit clerk no later than 5:00 p.m. on March 1 every four years and to pay a $15.00 filing fee.

Establishes vacancy procedures allowing either the municipal governing authority or county board of supervisors (whichever represents more students in the district) to appoint a replacement within 60 days, with special elections held if the unexpired term exceeds six months.
