Exempts community hospitals operated by boards of trustees appointed by boards of supervisors (county-operated community hospitals) from hospital assessments under the Medicaid Hospital Assessment Program (MHAP) and Disproportionate Share Hospital (DSH) program.

Hospitals operated by the U.S. Department of Veterans Affairs and state-operated psychiatric facilities remain exempt from hospital assessments.

Hospital assessment amounts are tiered based on Mississippi's state Medicaid matching funds percentage, ranging from $74 million to $104 million annually, with quarterly increases capped at $3.75 million.

Assessment applies to non-Medicare hospital inpatient days and is collected monthly by the Division of Medicaid, with payments deposited into the Medical Care Fund.

Extends the hospital assessment authorization from July 1, 2018 to July 1, 2019, and repeals related DSH and UPL payment provisions on July 1, 2019.
