Directs State Board of Education to evaluate administratively consolidated school districts in the third year following consolidation to determine if accreditation levels or accountability ratings have improved.

Allows consolidated districts that fail to show improvement to reconstitute former school boards, superintendents, and central office administration upon State Board recommendation.

Requires State Board to contract with nationally recognized consulting organizations experienced in school district consolidation best practices and to submit findings to the Legislature.

Adds automatic repealers effective July 1, 2019, to prior consolidation mandates affecting specific counties: unnamed county with three conservatorship districts, Bolivar, Clay, Oktibbeha, Montgomery, Leflore, and Holmes counties.

Takes effect July 1, 2018.
