Amends Section 29-3-92 of the Mississippi Code to clarify restrictions on school districts' use of eminent domain for accessing sixteenth section lands or lieu lands.

School boards may purchase easements necessary for access to sixteenth section lands, but purchases exceeding $50,000 must be based on fair market value as determined by the average of at least two independent appraisals by certified general appraisers.

Prohibits eminent domain use by school boards against private landowners to acquire easement access unless the sixteenth section lands are not directly accessible to a public roadway.

Takes effect upon passage.
