Establishes the Mississippi Education Savings Scholarship Accounts Program administered by the State Department of Education, allowing parents to withdraw qualified students from public schools and receive education funding in individual accounts.

Provides participating families with 90% of the base student cost allocation under the Mississippi Adequate Education Formula, plus a pro rata share of local school district ad valorem tax receipts for educational expenses.

Authorizes account funds for private school tuition, textbooks, online learning programs, tutoring, educational therapies, standardized tests, postsecondary institution costs, and certain public school services.

Requires parents to sign agreements ensuring students receive instruction in reading, grammar, mathematics, social studies, and science, and prohibits schools from refunding or rebating scholarship funds.

Amends compulsory school attendance law to recognize education savings scholarship account contracts as valid school attendance and declares scholarship account payments non-taxable income under Mississippi Income Tax Law.
