Diverts $1.5 million from nonadmitted policy fees to the Capital Expense Fund and $4.5 million to the Rural Fire Truck Fund or Supplementary Rural Fire Truck Fund for the period July 1, 2018 through June 30, 2019.

Extends the repealer date for Section 83-34-4 from July 1, 2018 to July 1, 2019, allowing continued collection of the 3% nonadmitted policy fee on insurance premiums.

Authorizes an additional round of the Rural Fire Truck Acquisition Assistance Program, increasing the maximum assistance per county from $650,000 to $740,000 and allowing eligible counties to receive up to twelve fire trucks instead of eleven.

Establishes a new tier allowing counties that have received eleven fire trucks to apply for one additional truck at up to $90,000, and permits counties to forego previous truck allocations to apply for the highest-cost truck option.

Specifies that monies must be used only for purchase of new fire trucks meeting National Fire Protection Association 1900 series standards, with counties required to provide matching funds equal to at least one-tenth of requested assistance.
