Reenacts Sections 83-39-3, 83-39-7, and 83-39-13 of Mississippi Code relating to bail bondsmen licensing requirements, including qualifications, bonding, and financial reporting obligations.

Removes the July 1, 2018 repealer provision from Chapter 446, Laws of 2016, making the bail bondsmen licensing statutes permanent rather than temporary.

Requires professional bail agents to post a $30,000 qualification bond and maintain a principal place of business physically located in Mississippi with records registered with the Insurance Department.

Mandates professional bail agents submit annual financial statements and register all bail bonds written in a state Bail Bond Database by the 15th of each month, with fines up to $1,000 per violation for non-compliance.

Establishes licensing prohibitions for persons with felony convictions involving fraud, dishonesty, breach of trust, or money laundering, and prevents relatives of law enforcement and judicial officials from writing bonds in their relatives' jurisdictions.
