Creates the Mississippi Companion Animal Abuser Publication Act to establish an online registry of persons convicted of animal abuse offenses against domesticated dogs and cats.

Requires the Mississippi Criminal Information Center to post a publicly accessible list including photographs, full legal names, and identifying data of convicted animal abusers, excluding social security numbers and driver's license numbers.

Defines animal abuse offenses to include felony cruelty to dogs or cats, animal abuse under state law, animal fighting, and injury or killing of public service animals.

Requires court clerks to submit judgment and date of birth information to the Mississippi Criminal Information Center within 60 days of conviction.

Maintains registry entries for 10 years after a first conviction (or removal if no subsequent offense), and permanently for subsequent convictions; allows removal if the conviction is expunged; effective January 1, 2019.
