Reenacts Mississippi Code sections governing Emergency 911 (E911) telecommunications services, including definitions, service charge collection procedures, confidentiality requirements, and Commercial Mobile Radio Service (CMRS) provider regulations.

Authorizes county boards of supervisors to levy emergency telephone service charges of up to $1.00 per month for residential lines and Voice over Internet Protocol accounts, and $2.00 per month for commercial lines, with service suppliers retaining 1% as an administrative fee.

Establishes a Commercial Mobile Radio Service Board consisting of eight members appointed by the Governor to collect and distribute a $1.00 monthly CMRS service charge per wireless connection, with 30% going to the CMRS Fund and at least 70% distributed to emergency communications districts.

Requires CMRS providers to register with the CMRS Board and remit collected service charges within 30 days; allows providers a 1% collection fee and authorizes board audits of provider accuracy.

Extends the repeal date of E911 service sections from July 1, 2018 to July 1, 2022, with the act effective July 1, 2018.
