Reenacts and amends Mississippi's psychology licensure law (Sections 73-31-1 through 73-31-29) to clarify qualifications, board procedures, and licensing requirements for psychologists.

Allows board members whose terms expire to continue serving with full rights until a successor is appointed, and reduces the required supervised experience hours from 2,000 to 1,800 hours annually for licensure applicants.

Establishes licensure by reciprocity for psychologists with 20+ years of licensure in other jurisdictions, a valid CPQ certificate, or diplomate status with the American Board of Examiners in Professional Psychology, requiring passage of oral and jurisprudence examinations.

Adds grounds for disciplinary action against licensees who perform psychological services outside their area of training, experience, or competence, and clarifies investigation procedures.

Extends the automatic repealer date for the psychology licensure law from July 1, 2018 to July 1, 2022, and makes the act effective July 1, 2018.
