Amends Section 49-17-29 of Mississippi Code to revise public hearing requirements for solid waste management permits issued by the Mississippi Environmental Quality Permit Board.

Requires the Permit Board to conduct a public hearing before issuing, reissuing, denying, modifying, or revoking a solid waste management permit for a commercial municipal solid waste landfill or incinerator.

Changes the Executive Director's authority to exclude decisions on solid waste management permits for municipal solid waste landfills or incinerators from permits the director can independently issue.

Takes effect July 1, 2018.
