Prohibits agencies and governing authorities from dividing contracts into separate contracts, work orders, or using other methods to avoid competitive purchasing procedures required under Sections 31-7-13 and 27-104-7.

Violations of the contract division prohibition are subject to penalties established in Sections 31-7-55 and 31-7-57, including fines of $100-$500, up to six months in jail, and removal from office for intentional violations.

Brings forward Section 31-7-55 establishing misdemeanor penalties for public officers and employees who make purchases without full compliance with Chapter 7, Title 31 purchasing requirements.

Brings forward Section 31-7-57 establishing civil liability for officers and employees who authorize unlawful expenditures, including compensatory damages up to the full contract amount and penal damages up to three times the contract amount.

Takes effect July 1, 2018.
