Requires all school resource officers and security personnel with peace officer powers to complete a minimum of 40 hours of specialized law enforcement training prior to serving in schools.

Training curriculum must include child adolescent development, cultural competence, deescalation techniques, identifying student mental health needs, alternatives to force, and due process protections for students.

Training standards to be jointly determined and prescribed by the Board on Law Enforcement Officer Standards and Training and the State Board of Education.

Personnel who fail to complete required training before acting in their official capacity or interacting with students lose their peace officer powers in school districts.

Effective date: July 1, 2018.
