Creates the "Kelvin Butler Act" to authorize the Mississippi Transportation Commission to require contractors to pay for law enforcement work-zone safety operations on high-volume roadways or high-risk projects

Restricts law enforcement officers providing work-zone safety operations to locations within their employing governmental entity's jurisdiction

Requires contractors, the Mississippi Department of Transportation, and the law enforcement agency to negotiate reimbursement rates for officer salaries and mileage

Takes effect upon passage
