Amends Section 99-19-81 of the Mississippi Code to allow habitual offenders to receive sentences less than the maximum term of imprisonment if the State and defendant agree on a lesser sentence on the record and the sentencing judge approves the agreement on the record.

Applies to persons convicted of a felony who have two prior felony or federal crime convictions from separate incidents, with prior sentences of one year or more in state or federal prison.

Specifies that any agreed-upon sentence cannot be reduced or suspended, and the defendant remains ineligible for parole or probation under any circumstances.

Takes effect July 1, 2018.
