Requires police reports, warrants based on victim affidavits, and theft or NCIC reports before confiscating pledged or purchased goods from pawnshops.

Authorizes law enforcement to place a one-time seven-day hold on pledged or purchased goods, with items remaining on the pawnshop's premises if determined stolen until restitution is made to the licensee.

Requires law enforcement to return confiscated merchandise to the pawnbroker when no rightful owner is found or when the rightful owner fails to prosecute or cooperate in the related criminal case.

Effective July 1, 2018.
