Prohibits local governments (counties, municipalities, and local political subdivisions) from adopting or enforcing ordinances that regulate, restrict, or prohibit the use, disposition, or sale of auxiliary containers.

Defines "auxiliary containers" as bags, cups, bottles, or packaging made from materials like cloth, paper, plastic, cardboard, aluminum, or glass that are designed for transporting, consuming, or protecting food, beverages, or merchandise from food service facilities.

Bars local governments from imposing fees, charges, taxes, or additional sales taxes on auxiliary containers.

Exempts curbside recycling programs, designated recycling locations, commercial recycling programs, anti-littering ordinances, and regulations governing container use on government-owned property from the prohibition.

Takes effect July 1, 2018.
