Clarifies that the sponsoring school district or agreed-upon private provider is responsible for providing instructional programs to detainees only during the academic school year when school is in session.

Requires detention center staff to notify the school district where a detainee last attended school by the first school day following placement if detention will cause the student to miss one or more days of school.

Mandates that detainees receive diagnostic assessment of reading and math skills within 48 hours of detention (excluding holidays and weekends), and individualized instruction if detained longer than 48 hours.

Requires development of individualized education programs within ten days of detention through a team including a certified teacher from the sponsoring school district or private provider, the home school district official, and youth court counselor.

Directs the sponsoring school district or private provider to furnish an appropriate computer lab for detainees, with the Legislature to annually appropriate funds for equipment and maintenance.
