Amends Mississippi Code Section 37-11-27 to narrow conflict of interest provisions that apply to school district employees by restricting them to administrators with authority to negotiate school district contracts.

Removes the blanket prohibition on "teachers or employees" having financial interests in school district contracts, allowing other employees without contract negotiation authority to work on school district business.

Permits school boards to contract with teachers and school district employees for extra work on a case-by-case basis, with the board making final determinations on possible conflicts of interest.

Maintains existing penalties for violations including civil liability, fines of $100-$500, and jail time of 30-90 days for those who authorize, enter into, or knowingly pay out money on conflicted contracts.

Takes effect July 1, 2018.
