Requires the State Department of Education to develop a central reporting system for school districts and charter schools to report all data required by federal law to be reported to the U.S. Department of Education Office for Civil Rights.

Mandates school districts and charter schools report required information to the state system no later than July 1 of each year.

Requires both the State Department of Education and each school district or charter school to publish this information in a searchable and publicly accessible format on their respective websites.

Replaces previous confidential expulsion reporting system with a public disclosure requirement for federally-mandated civil rights data.

Takes effect July 1, 2018.
