Amends Mississippi Code Section 67-1-101 to expand which municipalities and counties can establish leisure and recreation districts under the Local Option Alcoholic Beverage Control Law.

Allows any municipality that has voted to come out from under the dry law, or is located in a county that has voted to come out from under the dry law, to establish leisure and recreation districts.

Allows any county that has voted to come out from under the dry law to establish leisure and recreation districts outside municipal corporate limits.

Requires municipalities and counties establishing leisure and recreation districts to provide detailed boundary descriptions, georeferenced maps, and documentation of law enforcement and public safety measures to the Department of Revenue.

Effective July 1, 2018.
